A few that stood out to me.
- Email everyone you’ve ever sent an email to and tell them you are starting a newsletter (apparently there’s an app for that)
- Lots of folks say their first subscribers came from announcing their newsletter on Facebook/Twitter/LinkedIn/Instagram
- Find another newsletter you like and do a promotional swap/testimonial in each others newsletters
- Ask existing subscribers to share your newsletter
